According to the federal asylum law (§ 44 AsylG), the states are legally obliged to accommodate asylum seekers and to create the necessary initial reception facilities. How many asylum seekers Baden-Württemberg has to accept is calculated using the so-called “Königstein key”. According to this, the federal state of Baden-Württemberg is obliged to accept around 13 percent of the asylum seekers coming to Germany. For comparison: North Rhine-Westphalia's acceptance rate is around 21.1 percent, Bavaria's is 15.6 percent.
